Gov. Malloy Directs Flags to Half-Staff Monday in Honor of World War II Sailor From Bridgeport
Governor Dannel P. Malloy today announced that he is directing U.S. and state flags in Connecticut to be lowered to half-staff from sunrise to sunset on Monday, October 8, 2018 in honor of U.S. Navy Water Tender 1st Class Stephen Pepe of Bridgeport, who was killed in action in the attack on Pearl Harbor in 1941 and whose remains were recently identified and returned to his family. A burial with full military honors is being held Monday in Bourne, Massachusetts.

Gov. Malloy Announces Stay of Deportation Granted for Farmington Family
Governor Dannel P. Malloy today announced that a stay of deportation has been granted to Zhe Long “Tony” Huang and Xiang Jin “Kris” Li of Farmington. Earlier today, the Governor, along with Lt. Governor Nancy Wyman and State Representative William Tong, met with Huang and had a conversation with Department of Homeland Security (DHS) officials imploring them to grant a stay for family.

Gov. Malloy Announces Federal Funding to Provide Mental Health Services for Children and Families Who Evacuated Homes Due to Hurricane Maria
Governor Dannel P. Malloy today announced that the State of Connecticut is receiving a $750,000 federal grant to provide mental health support to children and their families who were evacuated from their homes and are living in Connecticut as a result of Hurricane Maria.

Gov. Malloy Urges DHS Secretary to Stay Deportation of Farmington Family
Governor Dannel P. Malloy today released a letter sent to Department of Homeland Security Secretary Kirstjen Nielsen requesting that her agency stay the planned deportation of Zhe Long ‘Tony’ Huang and Xiang ‘Kris’ Li to China. The couple currently reside in Farmington, Connecticut with their two children, who are both American citizens.

Gov. Malloy Announces Municipalities Can Begin Applying for Consideration as Opportunity Zones
Governor Dannel P. Malloy today announced that the State of Connecticut has begun an application process for towns and cities that are interested in participating in the federal government’s recently established Opportunity Zone program. A new community development program, Opportunity Zones are a creation of the Tax Cuts and Jobs Act of 2017 to induce long-term investments in low-income communities.

Gov. Malloy Announces Drop in Recidivism and Projected Prison Population
Governor Dannel P. Malloy announced that as a result of Connecticut’s criminal justice reform initiatives, newly available data from two reports that were released today are showing that recidivism rates and the projected prison population are continuing to drop in Connecticut. Recidivism rates have been declining in each of the four categories that are regularly monitored by the Office of Policy and Management – new arrests, new convictions, returns-to-prison for any reason, and returns-to-prison to begin a new sentence of incarceration – and the prison population is projected to drop by 726 prisoners (approximately 5.25 percent) over the next year, continuing the precipitous drop the state has observed during the course of this administration.
